Tom Cosgrove Consulting (TCC) is an expert in Neighborhood Electric Vehicle
(NEV) transportation planning.

Neighborhood Electric Vehicles can travel at speeds up to 25 miles per hour on roads
with speed limits not greater than 35 miles per hour. NEVs are required to be equipped with safety features such as headlights, taillights, seat belts and turn signals. NEVs are zero emission vehicles that can help communities meet their air quality mandates while providing an alternate mode of transportation for all segments of the community including expanded mobility opportunities for seniors.
